About Alliance for Resilience Accounting (AFRA)

The Alliance for Resilience Accounting (AFRA) is a European expert body dedicated to Cumulative Carbon Accounting (CCA), the application of financial accounting principles to report CO₂ emissions in the form of a balance sheet and income statement, alongside management accounting principles (activity-based costing) to allocate emissions at product level, in units of CO₂ rather than euros. Founded by members of the Shifters network, AFRA brings together accounting professionals, researchers, and public policy experts working to make carbon visible at every level of economic decision-making, from investment portfolios to individual products, in service of investors, regulators, and the climate transition. AFRA promotes two complementary frameworks: • Voluntary Carbon Cost Accounting (CCA-V), a framework that companies can adopt today in compliance with existing standards. • Regulatory Carbon Cost Accounting (CCA-R), a future framework to be integrated into generally accepted accounting standards. Our work includes pilot projects with companies across Europe and ongoing dialogue with the French National Council of the Order of Chartered Accountants. Our ambition is to engage with the IFRS Foundation and ISSB, EFRAG, national and international standard-setters (GHG Protocol, ISO), and to contribute to thought leadership on the future of climate-integrated accounting.
