𝗔𝗿𝗾 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 is a Brussels-based think tank working to help Europe maintain its agency, build resilience, and flourish in an age of transformative AI. We believe AI is not just another technology. As systems approach and potentially surpass human performance across cognitive work, Europe risks being underprepared to manage the risks and ill-placed to capture the benefits. We're pragmatic optimists: the EU's values and way of life are worth protecting, and doing so is part of the same agenda already driving Europe's push for competitiveness, sovereignty, and resilience. Our work centres on three interconnected challenges: • 𝗔𝗴𝗲𝗻𝗰𝘆 — maintaining international leverage so Europe keeps access to frontier AI and a seat at the table. • 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 — building defences against AI- and AI-amplified risks. • 𝗙𝗹𝗼𝘂𝗿𝗶𝘀𝗵𝗶𝗻𝗴 — integrating AI to underpin growth and a thriving society. We think Europe should compete where it has a chance, using technology strategically rather than trying to win the frontier race outright. We organise our work around five policy areas: • 𝗔𝗜 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 — growing Europe's share of the chips, datacentres, and energy that power AI. • 𝗠𝗶𝗱𝗱𝗹𝗲-𝗣𝗼𝘄𝗲𝗿 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 — pooling leverage with allies like the UK, Canada, Japan, and South Korea. • 𝗔𝗜 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗥&𝗗 — accelerating technologies that keep defenders ahead of attackers. • 𝗕𝗿𝗲𝗮𝗸𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻𝘀 — reforming Europe's R&D engine to lead in tomorrow's technologies. • 𝗦𝘁𝗮𝘁𝗲𝗰𝗿𝗮𝗳𝘁 — equipping the state to act at the speed AI demands.
