About Maryland Department of Social and Economic Mobility
The Maryland Department of Social and Economic Mobility is the first cabinet-level agency in the United States focused on removing structural barriers to upward mobility, with a mission to advance social and economic mobility for all Marylanders by removing barriers, investing in inclusive opportunities, and aligning state resources to support historically underserved communities and businesses. The agency was created through the passage of House Bill 1253 in the 2025 Maryland General Assembly Legislative Session, began operations on October 1, 2025, and combines three existing offices focused on social equity programming: 1. Office of Small, Minority, and Women-Owned Business Affairs (previously operating within the Governor’s Office) 2. Office of Social Equity (previously operating within the Maryland Cannabis Administration) 3. Office of Minority Business Enterprises (previously operating within the Maryland Department of Transportation) Through its mission and organizational structure, the Department of Social and Economic Mobility uniquely allows Maryland State Government to better integrate initiatives that promote economic opportunity for individuals and small businesses. Ultimately, the vision of the Department of Social and Economic Mobility is to create a Maryland where every resident, regardless of race, geography, or background, can access the tools, networks, and systems needed to thrive and contribute to a more equitable and prosperous state.
