HM Treasury published its response on 13 July. Chapter 7 covers fleets, and paragraph 7.2 names the hard case in the sector's own words:

Fractional CTO and technical due diligence. Founding CTO twice. Deepest sector: shared mobility.

Founding CTO, twice. I help investors judge technical teams before they invest, and founders build them afterwards. Two days a week, a maximum of two engagements at a time. FRACTIONAL CTO — for funded companies that need a CTO’s judgement before they can justify a CTO’s salary. Technical strategy, architecture decisions, engineering hiring, and translating engineering into terms a board can act on. One or two fixed days a week, three-month minimum. From £4,000/month. TECHNICAL DUE DILIGENCE — for investors deciding whether the technology and the team behind a deal hold up. Architecture, delivery capability, technical debt with a remediation cost attached, security posture, IP hygiene, and an honest read on whether the AI claims are real. Written report and verbal readout in five to ten working days. From £6,000 per deal, fixed — you’re buying a decision, not my hours. SHARED MOBILITY — platform strategy, build-versus-buy, telematics and keyless access procurement, and scheme delivery for car clubs, operators and local authorities. Background: founding CTO of WhipCar in 2011, the UK’s first peer-to-peer car-sharing marketplace. Too early — smartphones weren’t universal and fit for purpose insurance products didn’t exist. Founding CTO again five years later at Hiyacar, which reached 250,000+ members; later interim CEO. Machine learning and LLM systems put into production where they had to justify their cost, for six-figure annualised savings. I’m not a research engineer, though. I’ve been on the other side of this. I’ve built the systems, run the procurement, written the tenders and been diligenced. I know where the bodies are buried because I’ve buried a few. Conflicts: I’m currently engaged with businesses in shared mobility and HealthTech, and I don’t take due diligence engagements in either.
