About Hope Chaplain

Hope Chaplain provides emotional and spiritual support to first responders, their families, and the communities they serve across Oregon. Led by Chaplain Leo Keelan, our ministry walks alongside fire, law enforcement, and emergency service personnel through the demands of service, critical incidents, grief, and everyday challenges. Rooted in Christian faith, we offer compassionate care to people of every faith background and those with no religious affiliation. Our work includes: • Public safety chaplaincy and supportive presence • Critical incident and grief support • Care for first responders and their families • Peer support and connections to additional resources • Responder wellness education and public speaking Leo is a ResponderStrong Master Trainer, bringing responder mental health education alongside his chaplaincy and crisis support experience. Hope Chaplain’s ministry is sustained through community generosity and support from the agencies we serve, with contributions administered through Public Safety Chaplaincy.
